This is the third workshop in the SIG Legal Challenges series, part of the EU-funded FIDELIS project building a European network of Trustworthy Digital Repositories (TDRs).
Our first session (December 2025) mapped the legal challenges most commonly faced by TDRs across Europe — from copyright and IPR to GDPR compliance and legal interoperability. It also confirmed strong appetite for this community.
The second session (May 2026) dug into real-world practice, with a focus on how organisations actually handle rights management, documentation, and access conditions — including the unresolved parts.
Workshop 3 continues that conversation.

Title: "Linking Survey Data to National Register Data: Identifying Potentials & Challenges"
Every year, cross-national surveys collect high-quality data from their respondents all over Europe. Linking those responses to national administrative data can unlock substantial additional value for researchers. The European Social Survey ERIC (ESS ERIC) is currently developing routines and guidance to enable linkage between rich survey information collected in the ESS and national register data. The presentation will address pitfalls and legal challenges, but also present learning points from this ongoing process. Topics covered will be necessary agreements and routines, the distribution of data controller responsibilities and information obligations under the GDPR.
